DOGE: public spending, opened up

Councils are required by law to publish what they spend. In practice they bury it in raw spreadsheets almost nobody can read. DOGE is where I take that published data and turn it into something you can actually search, sort and hold to account, with every figure traceable back to the council's own source. More councils, years and datasets will be added here over time.
